Information on Emergency Procedures

RISEBA updates its information on emergency procedures in accordance with guidance issued by the relevant state and municipal authorities.

This information is intended for all RISEBA students, staff and visitors, so that, if necessary, we know how to act calmly, in a coordinated manner and responsibly.

We kindly ask all staff, students and visiting lecturers to familiarise themselves with the layout of the building in which they work, study or spend time on a daily basis, and to pay attention to the NEAREST SAFE AREA. (See below)

Latvia uses a cell broadcast system that enables residents to be informed promptly about potential threats. Such alerts may be sent not only in the event of an aerial threat, but also in other emergency situations, such as severe storms, flooding, hazardous weather conditions, technological accidents or other security threats.

As of 23 May 2026, Latvia uses two levels of cell broadcast alerts for possible aerial threats: a yellow alert is an informational notification, while an orange alert means that a threat has been detected and action must be taken in accordance with the instructions provided.

Upon receiving an alert:

• read the message carefully and follow the instructions provided;

• remain calm and act without delay, but in a disciplined manner;

• follow information only from official sources;

• do not share unverified information on social media or messaging platforms;

• if you are on RISEBA premises, follow the instructions of staff and, if necessary, proceed to the designated safe area;

• do not use the lift if the situation requires evacuation or taking shelter;

• assist those around you where possible.

The State Fire and Rescue Service emphasises that, in emergency situations, it is essential to remain calm and disciplined, move to a safe place in good time, and follow official instructions.

The safest areas in RISEBA buildings have been identified for use in emergency situations if an instruction to take shelter is issued.

These areas have been selected in accordance with recommendations from safety specialists. They are located away from windows, glazed areas and the external walls of the building, providing additional protection. When selecting shelter areas, the principle was taken into account that there should preferably be at least two walls between a person and the outside of the building.

In the building plans below, the recommended safe shelter areas are marked in green.






If you notice a fallen drone, parts of a drone or any other suspicious object:

• do not approach it;
• do not touch or move it;
• warn those around you;
• move back to a safe distance;
• call 112 immediately.

The responsible authorities emphasise that such objects may be dangerous and must not be handled or interfered with in any way.


Remain calm and help others to do the same

In emergency situations, anxiety and confusion are natural reactions. The most important thing is to focus on practical action – reaching a safe place, helping others and following official instructions.

If you see that a student, colleague or visitor is confused, address them calmly and clearly:

• “Come with me, we are going to the safe area.”
• “Stay here, away from the windows.”
• “Let’s wait for further instructions.”

Specialists note that, in crisis situations, prior preparation, a clear action plan and calm communication are helpful.
